Fixed by the format, not by you: it is FPL’s own shape, so every manager can always field a legal XI. Beyond those minimums there is no cap — spend what you like on depth. The room holds back just enough of each manager’s budget to reach the minimums, so nobody can bid themselves out of a goalkeeper.
What a tier means
A tier is judged per position, not on price. A £4.5m defender who starts every week is a real footballer; a £4.5m midfielder is the cheapest name on the list and will never play — one price ladder rated them the same, and tiers do not. Whatever you pick, every Premier League club puts at least 8 players in the room, so nobody is auctioning a league with a club missing. About 12 managers can fill a full 15-man squad from up to 240 lots, and anyone not drawn is still claimable later as a free agent — so a shallower tier costs choice, not availability.
No hidden ratings here — these are current players, and FPL publishes their prices, points and injury news. Opening asks are set well under FPL’s valuation on purpose: what a player costs is whatever the room will pay.
